The rugby star earned 20 international appearances for the All Blacks before changing representation to Samoa.
The NRL's authority has announced that players who sign with the “rebel” R360 will be prohibited for 10 years.
R360, set to start in late 2026, is aiming to attract rugby union and rugby league players with substantial agreements and a slimmed-down playing schedule.
Leading rugby league athletes have allegedly been contacted by R360, which will involve six or eight men's sides and four women's sides based in key urban centers around the world.
Samoa's the rugby star, who is with his NRL club in the NRL, has stated he has had negotiations involving R360.
Papenhuyzen, Zac Lomax, Haas and Jye Gray are also said to be thinking about signing R360.
Eight major union teams, such as Australia, last week announced a prohibition on R360 recruits appearing in test matches.
“We have consulted our teams and we've responded strongly,” stated Australian Rugby League Commission chief V'Landys.
“Regrettably, there will continually be entities that seek to pirate our game for economic benefit.
“They fail to contribute in development systems or the growth of talent. They simply exploit the hard work of existing bodies, endangering athletes of economic hardship while gaining personally.
“In truth, they represent, copying the game.”
R360 is established by retired international Mike Tindall and supported by private investors.
Following the prospective union prohibitions were declared recently, it stated: “We seek to cooperate collaboratively as integrated into the international rugby schedule.
“The event is arranged with bespoke schedules for male and female sides and R360 will release all players for international matches, as included in their deals.”
The breakaway group will seek approval for its proposals from World Rugby, union's administrative organization, at its council meeting in 2026.
